The 21-year-old is named off the bench for this round two encounter.
Burns, a former Spacemen and Red Bend Catholic College student, made his NRL debut for Penrith on August 31 last year against the Sydney Roosters in round 24.
He didn't waste any time making his mark on the big stage, notching up two tries in his second appearance the following week.
Since then Burns was selected in the 2020 NRL Nines for Penrith - along with another Parkes junior Darby Medlyn for the Canberra Raiders - in February.
The second rower will be in action tonight at 6pm, alongside teammate, former Wellington Cowboy Brent Naden.
The Panthers will wear its black 2020 home Jersey.
