Charles McKenzie Ross Evans, 45, must serve at least two-and-a-half years in prison for dangerous driving causing death and failure to render assistance after fatally striking Alicia Maree Little on December 28, 2017.

"Two weeks prior to her death you had asked for her hand in marriage," Supreme Court Justice Lesley Taylor said on Tuesday.

"Your four-year relationship had been marked by episodes of family violence."

Ms Little, 41, and Evans began living together in Kyneton in 2017 and had both called police on various occasions about allegations of abuse.

But by Christmas 2017, the relationship was irreparable and Ms Little decided to end the relationship.

On the day Ms Little died, she told her mother she was packing her bags and then in a second call, Evans could be heard hurling abuse to Ms Little.

"You said in the background, words to the effect of 'bring your brother, bring your uncles, I don't f***ing care, I am an Evans, bring the lot of them'."

She called police as Evans was "abusive and drunk", the court was told.

Evans took Ms Little's phone, got in his Toyota Hilux at the back of the property, and drove around a water tank and a fence between 12 km/h and 16 km/h.

He put on the brakes and skidded for 2.2 metres after hitting his partner.

"The force of the impact caused Ms Little to rotate clockwise, 180 degrees, as the vehicle was skidding," Justice Taylor said.

Ms Little died from "catastrophic injuries" including severe blunt trauma and cuts to the liver, and police found her "foaming at the mouth".

"Your actions caused the death of Ms Little. Ms Little was crushed between the water tank and your car tyres," Justice Taylor said.

After hitting Ms Little, Evans dashed to a friend's house and complained she had bitten his nose.

He called her phone twice, told others he saw her "alive and well" on the verandah when he left and that she had committed suicide.

"You did nothing to assist Ms Little. You left the scene," Justice Taylor said.

Evans had pleaded guilty to the charges and was sentenced to four years' jail.

But with 621 days already served behind bars and a non-parole period of two years and six months, Evans could be released within a year.

He was also disqualified from driving for five years.

Alicia's family are "absolutely gutted" with the length of Evans' sentence.

"It is too low, we thought he would get at least eight years," a family member said.

"We can never have her back, her four beautiful children can never have her back and share their lives with her."

The family have started a petition in the hope to change domestic violence laws.

"Domestic violence laws have got to be a federal law not state to state," the family member said.
