Police stopped the man in Bushman Street at 2.10pm.
A roadside breath test returned a negative result, however a drug test returned a positive result for cannabis and methamphetamine.
Police will await the results of a further drug test before taking any action.
The man will face Parkes Local Court on Monday, May 6, on the driving charges.

A 21-year-old Forbes man was taken to hospital after he allegedly fell asleep at the wheel and crashed his vehicle early on Friday morning.
Police were called to the scene of the accident at 5.10am, 25 kilometres north of Parkes on the Renshaw McGirr Way.
Officers found the man walking along the road, barefoot and in shock.
Investigations are continuing.

The male failed to stop after he knocked the bumper bar off the parked vehicle.
