Council’s Director of Infrastructure Andrew Francis lodged an application to kick-start the process at council’s April 17 monthly meeting.
In order for council to install the mains throughout the township, Mr Francis told the meeting an application first needed to be lodged for council to acquire the right to use the affected crown land.
Council is aiming to “future proof” Parkes by improving its water supply and sewage treatment quality and capacity and expand recycled water reuse in the town.
The proposal requires council to have access to a number of road reserves, vacant crown land and sporting precincts.
These include crown land near Akuna Road, along Nash Street, Eugowra Road, along Wellington Road and vacant crown land on the corner of East and Bushman streets.
Council will also need to access Spicer and Pioneer Ovals, Woodward Oval and Keast Park.
“It’s a big job isn’t it?” Councillor Ken McGrath said at the meeting.
Mr Francis said the process is expected to take 12 months.
“Our hope is that it won’t take 12 months,” he said.
“This is essentially to rubber-stamp the process.”
Mr Francis told the meeting council is looking to advertise for tenders towards the end of this financial year.
“We hope to appoint a tender by the end of August or September this year,” he said.
Construction on the main is expected to be completed by the end of June or July next year.
Council is encouraging public comment on the Recycled Water Scheme Phase 2 project proposal, that includes the construction of the recycled water ring main, for its Review of Environmental Factors.
Residents can comment through written submissions posted or handed in to Parkes Shire Council by May 21.
Submissions should be addressed to The General Manager, Parkes Shire Council, PO Box 337 Parkes, NSW 2870.
Council will consider all submissions during the finalisation of the Review of Environmental Factors.
