Police stopped the Parkes male in McDonald's car park at 5pm.
He was unable to produce his licence and was not displaying P-plates, however he was accompanied by a fully licensed driver at the time.
A breath test returned a negative result before an oral fluid test returned a positive result for cannabis.
He was issued with an infringment notice for not displaying L-plates.

Officers stopped the driver of the landcruiser, a 24-year-old male at 10.47pm on the Newell Highway.
The inspection revealed a roof mounted spotlight protruding into the cabin to be removed or engineered; rear off-side mudflap to be replaced; and lights over the rear registration plates to comply.

The rider of a motorcycle had his bike defected on Sunday afternoon.
Highway Patrol officers stopped the 22-year-old Parkes rider in Thurlstone Street at 3.08pm.
An inspection revealed the bike to have no rear view mirrors; an after market exhaust to be returned to factory; a noise test certificate to be obtained.
