Kelly scored 40 points to claim top spot of the 68 person field, two ahead of her nearest rival.
The chasing group was led by Trevor Chatman, followed by Wayne Powter, Tom Delmenico, Peter Magill and David Harwood whom each scored 38 points.
Next best were Rod Kiley, Charlie Allen and Troy Thomson, each with 37 points.
In the nearest the pins, Troy Thomson got off to a good start as he claimed the prize on the Idlerite-Tyrepower 1st hole.
His tee shot to 1050cm proved too good for the field.
David Brown claimed the double on the Griffins Leading Edge 4th hole, winning both the nearst the pin and the money hole award.
His tee shot finished only 311cm from the flag.
Riall Harrison finished closest on the Dirt Doctor Landscaping 6th hole.
He fired his tee shot to the uphill green to finish only 370cm from the cup.
On the Harvey Norman 11th hole, David Stevenson was left ruing the fact the money hole was on the 4th hole last week, and not the 11th, as he claimed the nearest the pin.
Stevenson hit a fine tee shot to 415cm on the 140 metre par three.
Cath Kelly made light work of what is always a tough hole - the Westlime 15th.
Kelly stole the show with a shot to the elevated green to only 540cm.
In the best-in-two-shots holes, Riall Harrison claimed his second award of the day by hitting his approach in close on the Parkes Readymixed Concrete 9th hole.
Harrison was left with a good look at birdie, putting from only 220cm from the cup.
Gordon Christie went even better on the Central West Glass 18th.
Christie made the most of the short par four, hitting his approach to only 151cm.
