And it will be undertaking test trials very soon to do tech checks and see how it all goes together, says founder of the project Conrad Mill of Parkes.
TCOB Parkes TV is the brainchild of the local company Reel Smoke, with Mr Mill's intentions to eventually cover sports, community events, council happenings and anything that is happening in Parkes.
With more and more people forced to stay home and with virtually every local sport cancelled for the foreseeable future because of the coronavirus pandemic, communities staying connected and interacting with each other through devices, online and on social media has never been more important.
"This is the way of the future," Mr Mill said.
"And now with the COVID-19 pandemic in full swing we thought it might be useful for people who are staying at home and self-isolating."
To fill content, Parkes TV will broadcast free anything that is not copyrighted.
"It can be an old or new wedding video, a 21st party, any family, sports video, any event you wish to share with the community," Mr Mill said.
"Businesses can also join in with free advertising during the trial or Parkes Shire Council with any tourism videos, anything at all."
Mr Mill said the content will initially be streamed on Facebook, but a dedicated platform will be available for businesses, which can be private for staff only and geographically locked to a region, such as Australia only.
"With businesses avoiding large meetings this might be a useful platform to get your message across to staff on a mobile device without the need for a mass gathering," he said.
"A web page added to the Reel Smoke website is being developed where you can click on an icon to view and see what programming is on or coming up."
Mr Mill is inviting the community to get involved.
Parkes TV is seeking expression of interests from community groups, sporting bodies, council, small and large businesses who want to get their activity or message across on streaming TV.
