Played at Woodward Oval, Parkes restricted Cowra to 145 after electing to bat first and posting 7-219 thanks largely to Smith (86) and some late hitting from Anthony Riach (55).
Smith did all the hard work early and formed a number of valuable partnerships despite not finding a lot of support at the other end.
He departed with the score at 6-169 then Riach did most of the rest of the damage to lift Parkes to 7-219 after 50 overs.
Riach blasted four sixes during the final overs.
In reply, Parkes restricted Cowra's scoring and the required run rate started edging eight runs an over inside the final 15 overs.
A brilliant outfield catch from Parkes' Zac Bayliss removed Cowra captian Michael Curtale for 63 and left Cowra needing close to 80 runs with three wickets in hand. Blake Smith (3-33) cleaned up the tale to clinch victory for Parkes.
Harry Bayliss finished with 3-31, while Jonah Ruzgas and Riach also picked up multiple wickets.
Earlier in the day, Cowra's new ball bowler Callan Taylor picked up 2-33 from his 10 overs, while Curtale chimed in with 2-29 from eight.
Parkes' next game in the Western Premier League will be at home on October 27 against Orange.
Bathurst beat Orange by three wickets in their season opener, while Midwest lost to Dubbo.
