Burns picked up the Penrith Panthers Merv Cartwright Medal recognising the club's Canterbury Cup Player of the Year, while Medlyn received the Canberra Raiders' Gordon McLucas Memorial Junior Representative Player of the Year for lining up in the under 20s NSW State of Origin side.
Burns, who played second-row during Penrith in the Canterbury Cup, was a standout for Panthers reserve grade top scoring with 12 tries during the season.
He was rewarded with a first grade debut, playing centre in round 24 against Sydney Roosters at the Sydney Cricket Ground.
Burns went on to play two first grade games and scored two tries.
He said receiving the award was a great achievement to cap the season.
"Obviously it's been a big season for me getting the first grade debut at the end but this award is special. We had 52 players play during the season so it's pretty big. A great achievement to finish the season," Burns said.
He added that he's aiming to impress coach Ivan Cleary during pre-season to secure a regular spot in first grade.
"There's a lot of young players so it'll be tough," he said.
Meanwhile, Medlyn averaged 13 hit-ups, more than 130 running and 28 tackles at lock-forward during Canberra's under 20s Jersey Flegg campaign.
The McLucas Memorial Junior Representative Player of the Year recognises a player from Canberra's under 16s, under 18s or under 20s who has represented at the highest level.
