The 11,230 square metre factory will add to what is already a fast developing area which includes a major junction for the inland rail project.
Parkes Shire Council's Director Planning and Environment Steven Campbell described the plans as "quite a large development" confirming the total value of the planned operation.
"The development fits the zoning, the locality doesn't have any conflicts," Mr Campbell said of the project which will process dry animal feed.
Council received no objections after placing the development on public exhibition.
The application was put on public exhibition and there were no objections.
Mayor Ken Keith described the project as "a great example for other people out there looking at Parkes as perhaps a place to re-locate".
"Here's an example of someone who has made that decision to take advantage of the National Logistics Hub," Cr Keith said.
"It's a wonderful opportunity to promote what we want to see happening in Parkes," he added.
The animal food manufacturing plant will comprise a factory building of approximately 11,230 square metres, associated car parking and manoeuvring areas, landscaping and on-site provision of a stormwater detention pond and on-site waste water management system.
The remainder of the site will remain vacant of buildings and used for agricultural purposes and possibly factory expansion in the future, which would require separate consent of Council.
"As per the Statement of Environment Effects and supporting documentation the proposed development will not generate any significant impacts upon the environment, public infrastructure, neighbouring land-uses and will lead to positive economic and social outcomes," Mr Campbell said.
