Hogan compiled 41 points for victory, set up with some good mid-round scoring.
Playing off a handicap of 19, front nine pars on the 3rd, 4th, 5th, and 7th holes had Hogan in a strong position at the half-way point.
He started the back nine with three consecutive pars before grabbing another one on the 16th to secure a very good score.
Hogan held of Graham Cooke on 40 points, while the inform Anthony Riach finished with 39.
In the nearest the pins, Mick Smith finished closest n the Idlerite-Tyrepower 1st hole at 353cm.
Chris Goodie won both the Griffins Leading Edge nearest the pin and the money hole award at 230cm on the 4th, while Peter Picker was closest on the Dirt Doctor Landscaping 6th hole at 334cm.
Tom Medcalf used his good grip on the club to finish closest on the Harvey Norman 11th hole.
His tee shot finished only 85cm from the cup and gave him a good look at birdie.
Phil Barnard would have liked to convert his great tee shot on the Westlime 15th hole into a birdie, but alas it was not to be as he missed his 327cm putt.
Ken Cobcroft did not have the same dilemma on the Central West Glass 18th hole after his approach shot very nearly holed out, finishing only 12cm away.
On the other best-in-two hole, the Parkes Readymixed Concrete 9th, Troy Thomson hit an excellent approach to the top tier of the green.
He gave himself a good look at birdie from only 480cm.
