Police stopped a Nissan sedan in Brolgan Road at 9am.
The driver, a 34-year-old man, tested positive to cannabis.
He was arrested and taken to Parkes Police Station for a Drager test, which also returned a positive result for cannabis.
Police will wait for results from further analysis before taking any action.
The second offender, a 21-year-old learner driver, was riding a Honda motorbike when he was pulled over in Clarinda Street.
He tested positive to cannabis and amphetamine, was arrested and taken to Parkes Police Station for a Drager test which also returned positive results for both drugs.
Results from further analysis will determine if police action is taken.

A large bench grinder was stolen from a rail yard in Hartigan Avenue sometime between August 22 and September 21.
Unknown offenders cut a chain to gain access to the shed where the grinder was kept.
