Despite conditions getting to 41 degrees, Hey’s scoring was just as hot as the veteran scored 43 points on his way to a one shot victory.
Playing off a handicap of four, Hey put together a fine round to better his handicap by some seven shots.
It took such a strong round to win with both Tony Lock and Paul Thomas only one point further back.
Riall Harrison continued his excellent form as he produced another round in which he scored 40 points or more, finishing a shot further back with 41.
Four players, including Anthony Riach, Peter Boschman, Finne Latu and Kyle Hutchings, finished with 40 points.
Jake Hodge, Mitch McGlashan and Mark Kelly were the last of the voucher winners, each scoring 39 points.
McGlashan also shot three under off the stick, only with less handicap.
In the nearest the pins, Ian Hendry began well by winning the prize on the Idlerite-Tyrepower 1st hole with a tee shot which finished only 342cm from the flag.
Mick Kable finished closest on the Griffins Leading Edge 4th, hitting his tee shot to 180cm.
On the Dirt Doctor Landscaping 6th hole, Richard Hutchison was nearest at 225cm while Mitch McGlashan was closest on the Harvey Norman 11th hole at 50cm.
This was also the money hole with McGlashan taking that prize too.
On the Westlime 15th hole, Ian Phipps was closest when his tee shot finished 283cm from the flag.
In the best-in-two-shot holes, Wayne Powter hit a good approach into the Parkes Readymixed Concrete 9th, putting for birdie from only 210cm.
Brad Scott left himself little more than a tap in birdie on the Parkes Golf Club sponsored 18th hole.
His approach into the short par four finished only 24cm from the cup.
