The stableford event is in played as a memorial for the late Bob Smith who was a much liked member of the Parkes golf Club.
Very strong winds played havoc with the scoring as only three players beat their handicaps.
Kelly’s low ball flight was an advantage in the conditions, something he made the most of to score 38 points and take the win.
“The winds were very strong which did make it difficult,” Kelly said.
“But it was either right in your face or right behind you, so it could have been worse.”
Mick Horan put in a spectacular half of a round to take out the nine hole event with an excellent 23 points.
Horan must have found the going a bit tougher for the other nine as he failed to feature in the overall results.
Lynne Guise used all her experience to take out the womens event with a solid 33 points.
Kelly’s performance was matched by David Stevenson who also finished with 38, but ffinished runner-up after a countbhack.
The only other player to beat their handicap was Stevenson’s playing partner Robert Cheney with 37.
Robert Hey did well to finish with 36 points.
Wayne Parker, Ian Phipps and Martin Wood all finished one shy of their respective handicaps with 35 points.\
They were followed by Brett Cowling and Brian Hogan Snr on 34 points while Laurie Wakefield and Wayne Tucker were the last of the ball winners on 33.
Ron Hetherington continued the run of excellent tee shots on the Idlerite-Tyrepower 1st hole when his shot finished only 187cm from the flag.
Kay Jones was closest on the Griffins leading Edge 4th hole as she had a putt for birdie from only 170cm away.
Glen Buesnell finished nearest on the Dirt Doctor Landscaping 6th hole after a fine tee shot came to rest 358cm from the pin.
Brett Cowling hit a good shot into the Harvey Norman 11th hole, avoiding the bunkers to be only 222cm away.
All Rod Kiley’s practice is paying dividends as he hit his approach to the 15th to only 239cm from the cup.
On the best-in-two-shot holes, Rob Hey’s approach to the Parkes Readymixed Concrete 9th was the closest of the day at 720cm.
Anthony Riach put his approach to the PJL Group 18th in nice and tight to the flag at 86cm.
