Police stopped the man in Welcome Street at 4.05am on Sunday.
He failed a roadside breath test, was arrested and taken to Parkes Police Station where a breath analysis returned a reading of 0.051.
He was also issued with a cannabis caution after the drug was found in is car.
He will face Parkes Local Court on Monday, July 17.

A 22-year-old Parkes man was issued with an infringement notice for negligent driving after running into the rear of a vehicle in Welcome Street and failing to stop.
The accident happened at 1pm on Thursday.
A 54-year-old Parkes woman, driving a silver Nissan Navara, was stopped waiting for a car to pull out of a parking space when the man, driving a dark blue Ford, ran into the rear of her vehicle before leaving the scene.
After witnesses gave police his number plate, he was located and spoken to.
He admitted to running into the rear of the vehicle and failing to stop and exchange particulars.

Emergency services attended a motor vehicle accident at 2.20pm on Sunday.
A 75-year-old interstate man, driving a black Ford Falcon utility, was travelling north on Bogan Street when he failed to give way at the intersection of Clarinda Street.
He crashed into the driver's side of a red Holden Commodore sedan travelling south on Clarinda Street.
The driver, a 44-year-old Peak Hill woman, was uninjured in the collision, however the man was taken to Parkes Hospital for observation.
The Commodore was towed from the scene.
Investigations are continuing.
