Labor leader Bill Shorten has lashed the prime minister, accusing him of using a "megaphone" to begin negotiations over budget repair measures, rather than sitting down with the opposition to discuss the task of repairing the federal budget.

And in another sign the new parliament promises will be fractious and amid debate over whether the opposition would provide a "pair" for absent government MPs, Labor is also weighing the introduction of motions in the House and the Senate that will back a royal commission into the banking sector.
Those motions will not force the government to establish a royal commission but further wedge the government on the issue and are likely to pass the Senate, at the very least.
Labor is also hopeful of peeling off a government MP or two in the lower house to back the motion, though there is also growing support in government ranks for the establishment of a new tribunal to deal with grievances about banks.
Labor has questioned Mr Turnbull's call to "reach across the aisle" in a post-election economic speech and repair the federal budget, revealing the government has ignored requests for briefings on the proposed $6 billion in superannuation changes.
In a speech in Melbourne on Wednesday that was disrupted by protesters taking the government to task over its asylum seeker policies, Mr Turnbull pressed Labor to pass an omnibus bill when Parliament returns that contains about $6.5 billion in other savings he says that Labor indicated during the election campaign it did, or could, support.
The Prime Minister argued that "Labor must be prepared to bring an open mind and some fiscal rationality to any discussions".
But Fairfax Media can reveal shadow financial services minister Katy Gallagher asked Minister for Revenue Kelly O'Dwyer three weeks ago, on July 27, for a briefing on the super changes.
Ms Gallagher wrote that following her appointment to the portfolio after the election, "I would like to request a briefing from your office in relation to the government's proposals around reforms to the superannuation system".
"I would appreciate if your office could facilitate the briefing as soon as possible."
The request has fallen on deaf ears, with neither Ms Gallagher nor her office having had a response from the minister's office about the proposed changes, which have riled the Coalition party room and prompted vocal complaints from Coalition supporters.
Mr Shorten said on Wednesday that Mr Turnbull had not provided legislation that outlined what would be in the omnibus bill, though he said the opposition would be constructive.
"It speaks volumes for the attitude of this fellow, Turnbull, that what he does, instead of sitting down as convention dictates to...talk about what he has in mind, [he] rushes off to give a speech, he is negotiating by megaphone," the opposition leader said.
The government's proposed super changes, which would improve the budget bottom line by about $3 billion net, are separate to the $6.5 billion measures that will be in the omnibus bill and could well find favour with the opposition, which banked the savings from them during the election.
In a sign Labor could back at least some of the $6.5 billion in savings, Treasury spokesman Chris Bowen said "of course our approach [to those savings] will reflect what we took in the election, but it will be what we took, not what Malcolm Turnbull or Scott Morrison say we took".
Treasurer Scott Morrison – who hailed ratings agency Moody's decision to affirm Australia's AAA credit rating with a stable outlook on Wednesday – said he had had very productive discussions with the Senate crossbench teams, led respectively by Nick Xenophon and Pauline Hanson, on budget repair.
"There is $6.5 billion of measures they had in their forward estimates that they are honour bound to pass," he said.
