Parkes Shire Council has investigated establishing a dog park at Kelly Reserve (Bushman’s Dam), but favours Spicer Park - the current site.
At its meeting in August 2015, council resolved to look more closely at Kelly Reserve following a letter from local resident Val Boyd.
Mr Steven Campbell (council’s Director Planning and Environment) said a review by Howard Orr (Manager Regulation and Compliance) identified the existing off-leash area at Spicer Park as the more suitable location.
The area is on the corner of Bushman and East streets and is part of the Spicer Oval Complex that comprises Spicer, Pioneer and Northparkes ovals.
The area also accommodates the Spicer Park Caravan Park.
However, much of the area is unfenced which dog owners have raised as a major concern.
“The off-leash area utilises the most south easterly portion of Spicer Park, and is approximately three hectares in area,” Mr Campbell said.
“The area is fenced on two sides and has a large embankment on a third side.
“However, council has received calls suggesting the fencing of the two open sides be undertaken.
“It has been recommended that council gauge the level of support for the construction of a fence.”
The continuation of the Spicer Park location for a dog park was included in the Spicer, Pioneer and Northparkes ovals Masterplan.
“The idea of an off leash area at Kelly Reserve has not been considered as part of any planning for future operations of the reserve,” Mr Campbell said.
Mr Campbell said the criteria provided a clear preference for the existing site at Spicer Park.
“Kelly Reserve was deemed unsuitable for a larger unfenced area, because of potential conflict with other existing uses, the flora and fauna of the dam, and area limitations.”
Cr Kenny McGrath still believes the area at the end of Kelly Reserve could still be used as an off-leash dog area - provided it is well fenced off.
He suggested Mrs Boyd be invited to meet with council to discuss her idea in full.
“I’m sure Howard (Orr) would be more than happy to meet with Mrs Boyd,” Mr Campbell replied
However, Mr Campbell and Mayor Ken Keith said they felt it would be more productive for Mrs Boyd and others in the community who have the dog park interest at heart to involve themselves fully in the council’s Delivery Plan.
