The man was spoken to by police in Clarinda Street at 4pm last Friday after receiving concerned calls by members of the public.
He was searched and an amount of cannabis was located, as well as clothing, suspected of being stolen, in a shopping bag.
He was issued with a field attendance notice on the spot, charged with possession of prohibited drugs and goods in custody.

Police are investigating a break and enter from a transport depot in Hartigan Avenue over the weekend.
Thieves entered the yard and broke into an office where they punched holes in the wall.
They then smashed a window on a vehicle before stealing a 12v rattle gun and an air compressor.
The scene has been examined by forensic police.

A business in Cecile Street was broken into overnight on Monday.
Offenders entered the business by forcing open a window.
Once inside they proceeded to ransack the office before making off with a small quantity of coins.

A 19 year old man has been summonsed on a drug offence.
Police stopped and spoke to the teenager in Mimosa Avenue at 6.30pm Wednesday where he was found to be in possession of a small amount of cannabis.

A fence of a property in Mitchell Street was damaged by vandals on Tuesday night.
A section was kicked at about 10pm, with $150 damage.
