The fate of Victoria's spare $3 billion worth of Commonwealth infrastructure money  has been debated at a power pub lunch in South Melbourne – attended by Prime Minister Tony Abbott, federal Treasurer Joe Hockey, new Victorian Premier Daniel Andrews, his Treasurer Tim Pallas and Victorian Opposition Leader Matthew Guy.
