The federal budget appears to have made Joe Hockey the least popular minister in the Abbott government, according to a poll published to coincide with the end of the Coalition's first year in power.

Foreign Affairs Minister Julie Bishop, meanwhile, has overtaken Communications Minister Malcolm Turnbull as the highest-performing minister on the frontbench.
The McNair Ingenuity Research survey polled 1004 voters and asked them to give each minister a score out of 100, with 100 indicating an excellent performance, 75 good, 50 average, 25 poor and zero terrible.
The survey then ranked cabinet members on their popularity and whether they had improved or declined since McNair published a similar survey after the Abbott government's first 100 days in office.
Ms Bishop, the only woman in Mr Abbott's 19-strong cabinet, received the best score of any minister with 57.6.
The Foreign Affairs Minister's profile has grown in the aftermath of the MH17 disaster.
Ms Bishop was responsible for dramatically stepping up condemnation of Moscow over the tragedy and played a key role in securing a UN Security Council resolution to demand an international investigation of the disaster and access to the crash site.
The survey ranked Ms Bishop as the most popular minister with both Coalition and Labor supporters.
Prime Minister Tony Abbott scored 39.1, down from 41.5 in the previous poll.
Mr Turnbull's score of 51.1 made him the second most popular minister overall, although among Coalition voters he was outpolled by Immigration Minister Scott Morrison.
At the other end of the scale, the government's tough budget appears to have affected the popularity of some of its senior ministers.
Mr Hockey, the third most popular minister in the last McNair poll in December, fell to the bottom of the rankings with 32.2. In the previous survey he scored 47.
As well as leading the government's budget charge, Mr Hockey made a gaffe in August when he was trying to prosecute the case for proposed changes to fuel excise.
The Treasurer apologised for his comments about car use by the poor in mid August, while the McNair poll was taken in late August.
"Other frontbenchers (and particularly those associated with the budget) whose scores declined significantly are Kevin Andrews, Mathias Cormann and George Brandis," according to the poll analysis.
Education Minister Christopher Pyne, who is facing a battle to win support for the government's higher education reforms, was the second least popular minister with a score of 36.
