Otherwise there is a distinct possibility the area could feature four empty business premises.
Martin Spinks is behind the move to remove the former Rural Bank and Millers buildings in Clarinda Street to replace them with a ground-level car park fronting Coles and Target.

“It is absolutely essential that a car park be established at grade (ground level) if Coles and Target are to continue to have a presence in Parkes,” he said.
“Coles have four and a half years to go on their present lease, which expires in March 2019, but for the past 15 years, have not traded in the black in Parkes.
“If they are not trading at a profit, it poses serious internal questions.
“As an investor, with a view to purchasing these buildings, we need to consider long term options for our tenants,” Martin explained.
“You don’t spend $10 or $15 million and secure a business for a short term lease of one that is not trading profitably.
“That is the basis for property investment – long term successful leases.
“To provide that opportunity for Coles and Target, it is necessary for them to have an at-ground-level car park.
“It is a no-brainer for the town.
“If you lose Coles and Target, you will not only have the Millers and former bank building empty, but another two enormous buildings.
“Woolies will then virtually control the town, and prices.
“The alternative, to leave the buildings, is not worth thinking about.”
Martin said he has a contract to purchase the buildings currently housing Coles and Target.
“It is not assured that Coles and Target will even continue, they have not committed either way, but providing the appropriate facilities will certainly be a positive.
“We are proposing the demolition of the two buildings at this point, and have also prepared drawings for a scenic area including a walkway and car park for 90 to 100 cars in its place.
“At present, you can not see the front door or Coles or Target because of buildings.
“I have met with the Mayor and General Manager, and other council officers, to outline my proposal and seek support.
“The alternative is not worth considering.
“What happens if the tenants up and leave. This move is a positive for the town and area, and not only Coles and Target will benefit, but other businesses in the vicinity as well.
“People like to park where they shop. It is normal for people, especially in country centres, to want to park right outside the shop they are going to.
“I have heard that the Coles underground car park is usually fairly empty. That is because no one uses it.
“An at-ground level car park will be a much more attractive option.
“If this is successful in generating the turnover we think it will, it is the first stage of internal upgrades for the entire centre – at least matching the mall across the road.
“That is ultimately what we want to do – provide a great area for the town with top shops and easy parking.”
Parkes Shire Council will discuss the applicaton to demolish two buildings in Clarinda Street to make way for a car park at its regular meeting tomorrow.
The meeting will be held in Tullamore.
Council has received some 11 submissions about the proposal - the most for any application in years.
It should generate some interesting debate.
